Vehicle "fuel efficiency" on the Frontier

I noticed that a lot of the vehicle write ups include what amounts to "fuel efficiency" (rate of SEU use).  I don't recall that ever being in the rules.  Did someone come up with this on their own?  Is there a thread or Topic I can read up on how they did it?
