Carthage never trusted it's colonies to raise armies lest the rebel against the authority of the capitol. Instead the Carthaginians used mercenaries to fill out their armies. <br /><br />The eorna do/did something similar with their great plan and the uplifted primitives on Volturnus and we see these primitives featured in the battle of Volkos with only a small number of Eorna troops raised at their capitol.<br /><br />The myth of the founding of Carthage is that refugees from Troy surviving the cataclysm of that city made their way to Carthage and established a maritime empire. The eorna experienced a similar cataclysm in the Day of Doom when the sathar came for dinner.<br /><br />So in a post Battle of Volkos period when the UPF posts a governor to the planet and mega corps via to exploit the mineral wealth of Volturnus would not the eorna initiate a program of rapid technological advancement of the primitives and continue to use them as "Punic mercenaries"? Would eorna/Volturnus flagged star ships have a crew of 1-2 eorna officers and the rest of the crew were from the Ul-mor, kurabanga and edestakai?
