Declaring Actions

Do yinz guys use the Declare Action phase of combat?  My players have resisted declaration phases in other game though I don't mind them. <div><br /></div><div>If you use them does the declaring character just lose his action when like his target is killed by somebody else?  The other game where my players complained about declared actions had the declare step before initiative so maybe SF will be better since it is after. </div><div><br /></div><div>Do you declare in lowest to highest initative?  So side B must say what they are doing before side A?</div>
