Volturnus setting after the battle of Volkos

I know I wrote an article about possibilities for who's controlling Volturnus after the classic campaign way back in some SFman issue. However, the semi cannon timeline clearly states that the UPF governor is assassinated by an altered mechanon. It also states that the day was saved by Star Law (just barely) during the mechanon revolt. Clearly other cannon material implies corporate interest in Volturnus. Finally there were some dragon mag (IIRC) KH encounter(s) set in zebulon system (major space fleet taskforce vs major sathar force). So we have as a nod to existing material: 1.) UPF govenor. 2.) Star Law marshals 3.) Major Space Fleet presence 4.) Mechanon potentially incontroll of planetary batteries. 5. Primitives and decimated advanced race.
