Fo1 bars all non yazirians from landing on Hentz. This however breaks down where diplomats and star law agents are concerned. Hentz cannot be part of the UPF treaty structure and tell everyone off. Star Law wont stand for it and there would be diplomatic reprecussions for barring diplomats. Certainly for joe blow and doubly so for dralasites its difficult to obtain a visa to land but those with official business are different.
