Census of 2FY

In federation year 2 the newly organized UPF desired a census of the inhabitants it was sworn to protect. Each government (and corp owned system) was responsible for creating census data and maps. It took 3 years to complete.<div><br /></div><div>I got the idea from the 1870's American census.
