What is the Galactic Board of Trade?

Implication is the Frontier should thank PGC for establishing this, does that mean it is not completely in the PGC pocket? Certainly it is influenced by PGC but if its a good thing like the universal standards of time, currency, and trade language then it cannot be a straight mouth piece for PGC.
