A Little Frontier Justice

Thinking about the relationship between the UPF and its member worlds, it seems to me that the UPF would be less likely to have capitol punishment then its most conservative member planets. Sort of a reverse of New York state and the federal government: New York, despite having capitol punishment on the books doesn't execute anyone where as the federal government does. In the Frontier capitol punishment is far more likely an occurance carried out by a planetary government then the UPF. Even in the case of sathar spies and traitors, because even at the founding of the UPF there would have been some trade offs in the treaty for the sake of agreement and its more likely that capitol punishment on the federal level would not have been pushed for.
