Inertia screens that neutralize sonic crying

While doing a bit of research I came across the following in SF3 Sundown on Starmist;

Weeping Wallows
Type Plant
Number NA
Move NA
IM/RS 6/60
Stamina 35
Attack 65, range of 100m
Damage -20 on all attack rolls
Special Attack Sonic crying
Special Defense Immune to sonic attacks
Native World Yazirian planets

DESCRIPTION: The true weeping wallow is a curiosity on most worlds as it makes crying sounds. However, the low frequency weeping of a construct causes disquiet to all within 100m who hear it. The frequency reduces all attack rolls by 20 in addition to all other modifiers and damage. Inertia/sonic screens can neutralize the sound effect.

Appears to be an inconsistency... Any comments or observations?

Here is mine. Since interia screens "slow down" incoming physcial attacks, why not all forms of the physcial realm including voice, sand storms, blizzards, water pistol attacks and sonic crying.

Sonic crying.... <img src="http://starfrontiers.us/modules/tinymce/tinymce/jscripts/tiny_mce/plugi…; alt="Innocent" title="Innocent" border="0" />
