Since I do my best reading with a cup of coffee and a hard copy its taken me till now to really digest this article.

Not really canon but it accurately recreates the classes of ships from KH (with the exceptions that Adam mentioned) Which makes it a very compelling arguement for its use to my mind.

So since the explanation for the Assault Scout being sub par on the graph that compares total min. HS of weapons vs HS of ship is because its streamlined for atmospheric landing (more specifically that it can be flown like a plane and landed horizontally) and this sort of streamlining results in a heavy penalty for MHS points then why not just scrap atmospheric flight altogether? a HS3 ship can land tail first like a rocket anyway.

The benefit is a total of 24 MHS points to spend on weapons-
Now the rules say that you can have 1 MHS weapon on a ship who's hull is equal to that MHS ie the assault scout is HS3 and can only mount 1 LB but if it was HS6 it could mount 2.
Sooo... since the assault rocket launcher is MHS 1 why not mount 3 on a HS3 ship? It obeys the canon rules. then add the 1 LB and use 6 MHS points (the max) on reinforced hull for an extra 60% in hull points and spend the remaining points on reloads for the 3 assault rocket launchers.

All this gives you an Assault scout with 24 hull points 3 AR launchers with 5 rockets each (I assume the first rocket comes with the launcher) an 1 LB; ADF and MR are both 4. and awe too bad you cant fly it like a plane.
Just the benefit of salvo firing 3 AR's/turn for 5 turns will come as a nasty surprise.
Call this a Shock Scout. Personally I would work it into a campaign where the sathar have deployed a devestating and new weapon and this is the UPF's response to it. Space Fleet would have first dibs on the new ship design and several militias would scoop up the older assault scout at firesale prices. Some of the decommissioned assault scouts might even end up in pirate hands.

Just random thoughts as I'm digesting issue 11.
