Ranged Attack Damage "B1, B2..."?

Refer to: <a href="/node/2273">Combat Mechanics - Ranged</a>.<br /><br />This looks like a pretty good damage system, but I don't understand what the letters are for (B1, B2, B4, etc.) or why there is no B3 or B5.
